Creating Safer, More Comfortable Workspaces for Boston’s Transit Workforce
Client Background
The Massachusetts Bay Transportation Authority (MBTA), known locally as “the T,” operates Boston’s extensive public transit network, including subways, buses, commuter rail, and ferries. As a large public agency with a unionized workforce, the MBTA must maintain safe, functional, and compliant working environments across its aging infrastructure.
Challenge
Following a newly negotiated union agreement, the MBTA committed to upgrading employee workspaces across its bus garages. These facilities often face extreme temperatures, minimal airflow, and outdated mechanical systems, conditions that directly impact worker health, safety, and retention. Many MBTA bus maintenance garages are large, decades‑old brick buildings with limited ventilation and no air conditioning. Mechanics work long hours in high-heat environments. The MBTA needed to rapidly improve comfort and safety across multiple locations, meet union obligations, and ensure all work was performed using union labor, in compliance with public-sector requirements.
Solution
To meet union requirements and accelerate facility upgrades, the MBTA utilized a Massachusetts Chapter 25 procurement pathway that enables public agencies to single‑source energy‑efficient improvements valued less than $300,000 per facility through prequalified vendor networks. Through this program, Mantis Innovation partnered with the MBTA to implement mechanical upgrades across multiple bus garages, translating pre‑defined engineering plans into fully executed projects. Mantis installed ductless mini‑split HVAC systems to deliver reliable heating and cooling in break rooms, tool rooms, restrooms, and office areas that previously lacked climate control. In large, open service bays, destratification fans were added to improve airflow and reduce heat buildup. All work was delivered using approved Local 103 union electrical contractors and aligned with MBTA installation standards, safety requirements, and operational constraints, while ensuring equipment met high‑efficiency performance criteria.
Results & Impact
Mantis Innovation’s work has helped the MBTA significantly improve working conditions across its bus maintenance facilities, creating safer, more comfortable environments for frontline employees. Mechanics now have access to properly conditioned break and recovery spaces, reducing heat stress during physically demanding work in extreme temperatures. Improved airflow within garage bays further supports day‑to‑day safety and operational efficiency. While energy savings were not the primary driver, the upgrades align with broader sustainability goals and reinforce the MBTA’s commitment to workforce well‑being. To date, Mantis has completed upgrades at three bus garages, with additional projects pending approval and more anticipated as the program continues to expand.
